BC MoE Webinar: Prevention of Contamination from Soil Relocation

Webinar to take place on Tuesday, July 19th

The BC Ministry of the Environment invites comments on the Ministry of Environment Land Remediation Section intentions paper titled “Prevention of Contamination from Soil Relocation.” This intentions paper has now been posted on the ministry’s Land Remediation website, and the ministry has prepared consultation questions that can be found at the end of the intentions paper.

Before submitting a response, interested parties are invited to participate in a webinar as follows. This webinar will be presented by Kerri Skelly, Senior Officer in the Land Remediation Section, who is the author of the intentions paper.

Overview. The Ministry of Environment (the ministry) is reviewing aspects of British Columbia’s site remediation legal regime. The review encompasses a number of components, including reviewing the mechanisms for preventing site contamination from soil relocation and the mechanisms for identifying contaminated sites (currently called the site profile process).

Consultation and comments. The ministry has prepared intentions papers that contain background information, proposed processes, and a discussion of compliance, enforcement, and education. The intentions paper “Identification of Contaminated Sites” was previously posted on the ministry’s Land Remediation website. The intentions paper “Prevention of Site Contamination from Soil Relocation” was posted on July 6, 2016.

The ministry has prepared consultation questions that can be found at the end of each intentions paper. Those interested are invited to submit comments to the ministry using the prepared consultation questions or by separate submission, if desired. Comments can be provided to the Ministry of Environment (via Margaret Shaw, who has been contracted to manage this aspect of the stakeholder consultation process) by email attachment or by mail at the address provided below. All comments received through this process will be reviewed and carefully considered by the ministry prior to proposing future legislative and regulatory changes, which are anticipated to occur in 2017 or later.

Comments on the intentions papers should be submitted on or before the following dates. Thank you for participating in the consultation process.

  • “Identification of Contaminated Sites” – July 31, 2016
  • “Prevention of Site Contamination from Soil Relocation” – August 31, 2016

All submissions will be treated confidentially by ministry staff and contractors when pre­paring consultation reports. Please note, however, that comments you provide and information that identifies you as the source of those comments may be publicly available if a Freedom of Information request is made under the Freedom of Information and Protection of Privacy Act.
