Formation Safety and Environment Officer, Maritime Forces Pacific at Department of National Defence
“Maritime Forces Pacific – a History of Industrial Activity and 21st Century Environmental Stewardship”
Duane Freeman is a native to Victoria having worked for over 20 years with National Defence. Duane initially joined National Defence in 1989 as a member of the Canadian Forces Primary Reserves. He completed eight years of military service and then went on to finish a Masters of Arts in Leadership, a Bachelor of Science Degree in Environmental Science, and a Diploma in Environmental Technology. His current position is working as the Formation Safety and Environment Officer for Maritime Forces Pacific at CFB Esquimalt. His primary responsibility is to oversee and manage the Maritime Forces Pacific safety and environmental program. He has extensive project management experience implementing a variety of environmental projects and programs in the realm of Contaminated Sites, Natural Resources, Range and Training Area Management, Environmental Management Systems, Climate Change, Effluent Management and a variety of Safety Programs.

Director of Engineering and Public Works for the Township of Esquimalt
“From Brownfield to Vibrant Town Centre – A journey of many steps”
Jeff Miller is a graduate from the University of Alberta Civil Engineering program with specialization in Municipal Works. Over the last 26 years, he has been involved with both consulting and public entities with work being carried out in both Alberta and British Columbia. His projects have included the design and construction of subdivisions, project management work in industrial settings, overall supervision of expansion projects to potable and non potable treatment plans and fill operation and expansion.
Jeff is the Director of Engineering and Public Works for the Corporation of the Township of Esquimalt. His position touches on all aspects of municipal engineering as well building dynamic relations with neighbouring municipalities/ other higher levels of government as well as interaction with Council and the Public.
Mark Zacharias, PhD
Deputy Minister, Ministry of Environment
“BC Ministry of the Environment Update”
Mark is currently Deputy Minister (DM), Ministry of Environment with British Columbia. He joined the provincial government in 1995 working on land and marine planning issues and has since worked in eight different ministries in a variety of increasingly senior capacities. Since 2008 he has held ADM positions in post-secondary education, land management, and environment within the BC public service. Mark is also an Adjunct Associate Professor of Geography at the University of Victoria and Adjunct Professor at the University of British Columbia Fisheries Centre.
He has published extensively in the field of ecology and conservation and his second book, titled, Marine Policy:
An Introduction to Governance and International Law of the Oceans was published in 2014.
Mark holds Bachelors and Masters Degrees in Geography from the University of Victoria and a PhD in Zoology from the University of Guelph.
