BC Ministry of the Environment: Stage 11 (Housekeeping) Amendments to Contaminated Sites Regulation Approved October 31, 2017

NOVEMBER 1, 2017 – The Stage 11 (Housekeeping) amendments to the Stage 10 (Omnibus) amendments to the Contaminated Sites Regulation (CSR) and related consequential amendments to the Hazardous Waste Regulation (HWR) and Organic Matter Recycling Regulation (OMRR) have been approved.

The amendments made to the regulations are summarized in the October 31, 2017 Update entitled “Stage 10 (Omnibus) and Stage 11 (Housekeeping) Amendments to the Contaminated Sites Regulation”.

These changes came into legal force on November 1, 2017.

The Stage 10 amendment updated over 8,500 environmental quality standards. Although every effort was made to ensure that the amended standards were accurate and correct, invariably some typographical, transcription and other errors are inevitable in such a large revision. During the year of transition, a series of Erratum were released that listed the known errors in the Stage 10 amendments which have been corrected under the Stage 11 amendments.

The ministry is finalizing a schedule of webinars that will be offered end-November to early December to provide information on the following topics:

  • Overview of the changes and administrative items
  • New land uses
  • Changes to the soil standards
  • Changes to the vapour standards
  • Changes to the water standards
  • Leachate tests and renewal of Protocol 2 “Site specific soil standards”
  • Emerging contaminants
  • Effects of the CSR amendments on soil relocation

A schedule and registration information for these webinars is expected to be released by CS e-Link by mid-November 2017.
